If you do not want to have passwords sent via email, try my Instant Password plugin

But if you are saying the server is not sending the emails with the passwords, that's a different problem of course. It might be where you are sending it to, try registering with a gmail address and see if it gets there, if not, then your server is misconfigured somehow.

That's beyond what I can help you with because there are so many possibilities.
Can any PHP program send email? (ie. do you use WordPress, can it send email?)
I would ask your server host for help if no PHP program can send email, it would mean PHP is setup incorrectly.
First I would try registering with a gmail address which tends not to block anything. Other services like hotmail sometimes block some small servers.
